The Preconstruction Manager reports directly to the Director of Project Development and indirectly to the Director of Marketing & Business Development and to the Estimating Director. The Preconstruction Manager works on a peer basis with the Estimator, Project Manager, and provides support to the other team members as is deemed necessary.
The Preconstruction Manager is responsible for the planning, overseeing, and managing all projects in the preconstruction phase. This position functions from the main office and focuses on the following Core Competencies:

Degree in Construction Management, Architecture, Engineering, or a related field. Minimum 5 years of experience in the commercial design / construction industry and focus on K-12 School projects is desirable. Candidates must have a solid understanding of base building construction and familiarity with all building disciplines including earthwork, utilities, concrete, masonry, metals, envelope, finishes, mechanical, plumbing, electrical. Must have high level of fluency in reading and comprehending plans, specifications, and related project documents. Must also have conceptual ability to work with minimum information, but still develop an understanding of the project. Candidates must be able to work on multiple projects and varying stages of development. Must have strong verbal and written communication skills. Graphic communication and technical drawing skills are beneficial. Key competencies are initiative, communication, collaboration, and attention to detail.
GENERAL JOB DESCRIPTION
Business / Client Development:
Assist the Director of Project Development in client relations as well as with architects, engineers, and other industry-related professionals that are key to business and project development.
Support the Director of Project Development as requested with new project opportunities for providing preconstruction services, estimating services, and construction services. This includes special projects, feasibility studies, and design-build projects.
Proposal Development / Presentations:
Assist the Project Development Manager and the Director of Marketing & Business Development by developing content for proposals and presentations.
Attend site visits and pre-bid/pre-proposal meetings to assess existing conditions and record key project information. Follow up by organizing and distributing site conditions documentation to the other team members.
Evaluate concept plans and project data criteria as necessary to assist the Project Development Manager in generating the Project Approach narrative.
Responsible as the technical liaison between the client, the design team, and Keller during the proposal and preconstruction phases, including guiding concept approaches and providing construction feedback to the project team and for all preconstruction tasks including, but not limited to:
Attend preconstruction meetings with the Director of Project Development, the Owner and design team for all aspects of the preconstruction phase of the projects under CMr, CMa, or Design-Build delivery.
Take efficient meeting minutes and distribute to the project team following meetings.
Responsible to efficiently conduct preconstruction meetings and collaborate with the Owner and design team as the project further develops and without the direct supervision of the Director of Project Development.
Develop a Preconstruction Deliverables Log based on the contract and work with Estimating and the Project Manager to ensure timely submissions of all preconstruction deliverables to the project stakeholders.
Ensure the organization and timely processing and execution of all correspondence, meeting minutes, reports, invoices, billings, etc. as necessary.
Effectively provide project consultation including constructability reviews, alternatives & options analysis, cost analysis, advice on materials and methods, building and phasing, code and life safety input, value engineering, identification of long lead items, project schedule [in coordination with Operations], cost estimates, and Guaranteed Maximum Price (GMP) Development and submission [in coordination with Estimating and Operations].
Assist the Director of Project Development to develop and analyze phasing, sequencing, and site logistics plans.
Responsible to read, comprehend, and analyze design and technical drawings and specifications and provide review information to the Estimator. This includes efficiently performing drawing analysis, takeoffs, and materials and systems research.
Knowing the status of the Projects and being prepared to answer questions concerning the Projects.
Completing projects within the given budget and timeframe.
Ensuring compliance of work with the contract documents, project schedules, and specifications.
Leading, developing, and managing other staff members working in the preconstruction phase of projects. Assisting in ensuring that duties assigned to others are being completed on time and that these duties are examined for exactness, neatness, and conformance to the company's policies and procedures.
Assist the Director of Project Development with the timely and orderly turnover transition of projects to the Project Management team at a strategically agreed upon time during the preconstruction phase to ensure the Project Manager is able to lead the project throughout the bid phase and prior to the start of construction.
Assist the Estimating Team with developing a procurement and bid strategy, as needed.
Assisting the Estimating Team and Project Manager with Scope preparation, Scope exhibits, front-end Division 0 specifications, bid solicitation, trade subcontractor bid packages, bid tabs / recordation, as needed.
Assist the Project Manager and the Director of Project Development in generating the Guaranteed Maximum Price (GMP) Proposal.
Providing input on new and innovative ways to approach the needs of the company.
Studying and presenting standardization ideas to improve the efficiency and effectiveness of the company.
PROJECT SPECIFIC RESPONSIBILITIES
Develop a preconstruction schedule, and proposal schedule as applicable, with an upfront timeline for the project.
Preparing Project Status Reports, as it pertains to preconstruction.
Identifying problem areas early and developing contingency plans for the successful delivery of the project and schedule.
Project Budget and Contract Documents
Completing the project within budget.
Assist preparing all preconstruction, construction, and change management estimates.
Cross coordinating all Contract Documents to ensure expectations and intent are maintained.
Ensuring the timely processing and execution of Contract Documents including Client contracts, Subconsultant contracts, and Billings. Assist Project Manager and Estimating with Bid Packages, Trade / Subcontractor contracts, Purchase Orders, and Billings.
Preparing and processing all preconstruction Client and Trade / Subcontractor billings, requisitions, and invoices.
Meetings - Participate in proposal / presentation preparation meetings.
Participate in preconstruction/design progress meetings for CMr, CMa, and Design-Build delivery projects and take and distribute meeting minutes.
Participate in all internal and external preconstruction meetings.
Prepare and maintain the Constructability Review “DaPAL” log
Assemble Cost Estimates and Value Engineering Reports with information provided by Estimating
Prepare and present Project Schedules
Prepare and maintain documentation of all key project development issues
Ensure the flow of documentation to and from the Owner Progress meetings to the Estimator, Project Manager, and Director of Project Development
PRECONSTRUCTION MANAGER SKILLS DEVELOPMENT EXPECTATIONS
Develop and maintain a proficient understanding of the Microsoft Office Suite, Newforma, Procore project management software, Bluebeam Revu .PDF, and other management software as required.
Develop and maintain a knowledge of the ‘LEED Rating System’ and become a LEED Green Associate or LEED Accredited Professional.
Maintain OSHA 10-hour certification.
Encouraged to achieve Project Management Professional (PMP) Certification
PRECONSTRUCTION MANAGER EVALUATION CRITIERIA
Performance evaluations will be performed at a maximum yearly or at a minimum upon the completion of each project. Evaluations will be based upon the following metrics:
% of achieved preconstruction milestones
Achieve financial revenue goals established by Keller for KBI, KCM, KCS and KMS
Completing projects within the given preconstruction budget
Quality of Project Development Services
Obtain client reference letter/testimonial upon project completion
Build relationships with Owners by identifying the Owner’s needs and providing value added solutions
